Converting one image to a PDF is a thirty-second task. Doing it for twenty images one at a time is a different problem entirely — this is specifically for the second case, where you have a batch of unrelated images that each need to become their own separate PDF.
Separate PDFs, not one combined file
This is the key distinction from a regular image-to-PDF converter: each uploaded image becomes its own independent PDF, not pages combined into a single document. Upload twenty photos and you get twenty PDFs back, packaged together in one ZIP file, named to match the original filenames so it's obvious which output corresponds to which source image.
When you'd want this instead of combining
This fits situations where the images are genuinely unrelated documents that happen to need the same treatment — a batch of scanned receipts you're archiving individually, a set of certificates each going to a different person, or product photos each needing to become a standalone spec sheet. If the images are actually pages of the same document and you want them combined into one file instead, that's the regular Convert to PDF tool with "combine into one page" turned off (or on, depending on whether you want one PDF total or one page per image within it).
No format restrictions between images
